Abstract
The educational sector always comes first and receives the biggest funding contribution due to the fact that it is ingrained in the fiscal policies and budget allocations of the vast majority of countries. Comparative analysis can be used to assess the fiscal policies of Malaysia and the Philippines in relation to education in order to ascertain the condition and method of budget allocation. In light of the issues and difficulties the Philippines currently experiences as a growing third-world nation, the purpose of this literature analysis is to analyze Malaysian fiscal approaches that the Philippines may adopt or find beneficial to its fiscal policies. The researchers ensured that the literature review was thorough and up to the highest possible standard by using the PRISMA 2020 flow diagram. Researchers use this flow diagram to check that the review was properly assembled and that no significant publications were overlooked. The Philippines Education Crisis is a deeply concerning issue that requires urgent attention from the government and educational institutions. High dropout rates, poor quality education, inadequate funding, and a shortage of qualified teachers characterize the crisis. On the other hand, Malaysia continues to benefit from flexibility in expanding its fiscal position, which remains sustainable due to the government's budgetary prudence and discipline.
