Who can enroll (eligibility)?

This plan is available to:

  • U-M students, including undocumented students, who are enrolled in classes or between semesters (e.g. during spring/summer session) at the Ann Arbor, Dearborn or Flint campuses, including:
    • U-M degree-seeking students who are taking their classes on-line or remotely are eligible. Students who are taking “series,” “MOOCs” or “teach-outs” are not eligible.
    • Graduate and doctoral students who are completing graduation requirements (writing thesis, preparing dissertation, studying for prelims, studying abroad on detatched study, pre-doctoral candidates, etc.) are eligible.
    • International students, students with dual citizenship and international scholars who are ineligible for International Student and Scholar Health Insurance Plan are eligible.
  • Green card holders who meet the above qualifications are eligible.
  • Spouses, domestic partners of any gender, and children (up to age 26) of all the groups listed above are eligible if the student is enrolled in the Plan.

Students not eligible to participate in the plan include those who do not meet any of the eligibility requirements listed above, as well as those who graduated during the 2021-22academic year and those who are not taking classes in the fall of 2022.

A U-M student enrolled in the Plan who is on an approved medical leave of absence needs to have purchased the insurance prior to the event causing medical leave. Coverage for medical leave cannot extend beyond one Policy Year past the current year enrolled for classes.

After the enrollment deadlines, only those students who have involuntarily lost health insurance coverage through a Qualifying Life Event are eligible to purchase the plan, limited to within 30 days after the Qualifying Life Event. Qualifying Life Events include turning age 26 and being removed from your parent's health insurance, the birth of a baby or marriage or ending of an insurance policy.

Annual Installment Payments: This is available only to those who purchase the annual planfor the entire policy year. You may elect to make three annual installment payments.Premium payments for Periods 2 and 3 will AUTOMATICALLY be charged to the same form of payment used for Period 1. An email notification will be sent prior to the next payment due date. If your credit card is denied, you will be given the opportunity to provide alternative payment details, but this must be received no later than the deadline as listed below. No late enrollment is allowed.

How to enroll

Enrollment is only available during open enrollment periods, unless you have a Qualifying Life Event such as turning age 26 and being removed from your parent's health insurance, the birth of a baby or marriage or ending of an insurance policy.

Note the open enrollment deadlines: Annual 9/30/22, Winter 1/31/23, Spring/Summer 5/31/23

Eligibility for enrollment is subject to verification.

If you don’t have a credit card or wish to pay by check or money order during open enrollment periods, or if you have a Qualifying Life Event, please contact us at 734-764-5182 for an enrollment form.

After insurance has been purchased, there are no cancellations and no refunds other than:

  • A student who is receiving a U-M health insurance plan or
  • A student who is graduating and receiving health insurance through their new employer

How to obtain your insurance card

There are two ways that you can obtain your insurance card:

  1. Online after you enroll:
    1. You will receive an email that contains your BCN enrollee ID number
    2. Create an account - see How to Register for Your Online Blue Cross Member Account
    3. On your Member Page, go to “Your ID cards” then click “View or order ID cards”
  2. A physical ID card will also be mailed to your address on file with the insurance company (the address you provided when you enrolled). This address is not linked to your address in Wolverine Access.

The U-M Student Health Insurance Plan through Blue Care Network is a Point of Service (POS) plan. With this plan members can receive care from both in-network and out-of-network providers. However, with out-of-network providers, members may pay higher fees and receive bills for the balance.
